Tip = Bill × Tip% ÷ 100 | Per Person = (Bill + Tip) ÷ Number of People
The tip is calculated on the bill amount you enter, then the bill-plus-tip total is split evenly across however many people you specify.

A $64.50 bill with an 18% tip split between 3 people comes to an $11.61 tip, a $76.11 total, and $25.37 per person — small enough per-person rounding that it's worth agreeing whether to round up to $25.50 each before splitting.
